Race, Rebellion, and Reform is Part II of III sections of the online exhibit, From Rebellion to Review Board: Newark Fights for Police Accountability. Part II examines the cultural divides for the Puerto Rican population in Newark, Puerto Rican activism, and the events leading to the creation of the civilian review board.

Following the initial outburst, Mayor Gibson asked the crowd of Puerto Rican citizens to join him at City Hall and hopefully come to a resolution. They marched to from Branch Brook Park and gathered outside on its front steps in hopes of being heard.
